My roommate keeps forgetting to buy her share of the necessities for our apartment (paper towels, toilet paper, etc.). How can I bring it up without sounding like I’m nagging?

If asking nicely doesn't help, you can:
1) get petty and hoard your necessities and essentially force her to go buy some ( I'm mean.. it works)
2) Bring up how much you just spent on Toilet paper (etc) and kinda give her a look and see what she does
3) ask her to venmo you some money
These metods aren't for everyone, but some people can't take a hint!!
I would be honest with her and see how she responds. If this does not work, buy the items and either ask her to pay you back with cash, or just charge her on Venmo. First and foremost, however, talk to her about it and be honest with her.
I think it's fair to set up some kind of system so you're both equally spending money on the apartment essentials. A checklist sounds like a really good idea! I used to always approach it as, "Hey when you go to the store, can you pick up some toilet paper?" and then it was a gentle reminder to my roommate that it was her turn without being mean about it.
Come up with a way to remind your roommate in a non invasive way. Perhaps put a checklist on the back of the front door that you can update with things that need to be purchased. It can say, "Have you remembered ___?" and then each of you can initial when the item is purchased and the date so it is easy to track whose turn it is.
